Federal Policy and Funding Updates
- FY2027 funding bills are moving through Congress. Early proposals show stronger support for water supply reliability, drought response, water reuse, and community resilience than for broader ecosystem restoration.
- WaterSMART funding will continue, but at reduced levels overall. Some programs will receive increased funding, including the Cooperative Watershed Management Program (CWMP) and Drought Response Program, while others, such as the Aquatic Ecosystem Restoration Program, will be eliminated.
- Positive progress for the Rio Grande Environmental Management Program (RGEMP). The House funding bill recognizes the importance of the program, encourages future funding, and directs the Army Corps of Engineers to work with states, tribes, and other partners to improve access and effectiveness.
- Army Corps funding remains stable. The inclusion of RGEMP language is an encouraging sign for Rio Grande restoration efforts.
- Clean Water State Revolving Fund will receive an increase. The House proposes more funding for this key water infrastructure program. Bipartisan support for the program remains strong.
